Background / General description

The East Asia Pacific Human Development Education Unit (EASHE) is seeking an Education Specialist who will be located in the World Bank’s Phnom Penh Office to support the implementation of Education programs of the South-East Asia Mekong sub-region (SEAM). The staff member will be expected to provide operational as well as analytical support to task teams for education programs.

The EASHE Unit has a wide range of activities in education in the SEAM sub-region, which covers Thailand, Cambodia, Laos, Myanmar and Malaysia. They include project preparation, project implementation and supervision, trust fund implementation, technical assistance and a wide range of advisory services. The Education Unit in Phnom Penh has a wide range of activities which covers basic to tertiary education and the Education Unit in Bangkok has grant programs for basic education and analytical works on higher education. Our work program includes the Cambodia Education Sector Support Scale Up Action Program, the Cambodia Education Sector Support Project, the Higher Education Quality and Capacity Improvement Project, Fast Track Initiative funded project in Laos as well as an EPDF grant program on EFA issues to SEAMEO in Thailand. Several studies and a workshop are being prepared in Thailand, including world class higher education, higher education financing and higher education and governance.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.


Duties and Accountabilities

Working closely with the Task Team Leaders (TTL), the Education Specialist will:
• Participate in and assist in the operational aspects of the identification, preparation, appraisal, negotiations and supervision of education lending products. His/her primary responsibility would be to provide and coordinate technical input (in particular, analytical work, economic and financial analyses, and operational work) in education operations;
• Play a major role in supervision of project implementation to ensure project activities are executed towards achieving their development objectives. This will involve: (i) carrying out a variety of operational tasks to ensure the quality of project performance management throughout the project implementation cycle; (ii) reviewing and processing project related documents and coordinating project components with other team members; and (iii) participating in dialogue with government officials on project performance and sector-related issues;
• Participate in economic and sector work needed to define educational policies and strategies. Review findings with government officials and other relevant parties, and facilitate knowledge generation and dissemination;
• Participate, as needed, in cross-sector operations in lending and non-lending activities.


Selection Criteria

• Advanced degree in education, social sciences or economics together with substantial experience working on education and related social sector projects.
• Relevant experience in education project management, particularly in operations dealing with skills training for capacity building.
• Technical competence with knowledge and experience in the application of both quantitative and qualitative methods in education issues.
• Minimum of 5 years of relevant operational and research experience. Experience of working in Cambodia would be a strong asset.
• Experience in the preparation and supervision of World Bank-financed education and or social sector operations, both in IDA and non-IDA countries will be a plus.
• Experience working with government, NGO or donor in a field based assignment is a plus.

Team and Communications Skills

• Excellent oral and writing communication skills in English.
Demonstrated ability to speak persuasively and present clearly and concisely.
• Demonstrated ability to build effective working relations with clients and colleagues. In particular, demonstrated ability to work with low capacity clients and build effective working relationships is a plus.
• Excellent inter-personal skills; proven ability to work in a team; ability to lead tasks and contribute as part of a team.

• Ability to operate independently with a minimal support and supervision.
Ability to advise, influence and promote consensus among different task team members, including those from different departments.
• Ability to deliver quality work on-time and to effectively handle multiple tasks.
• Strong client orientation and a proven record of problem solving and innovation.
