Je m'ennuis de ces deux messieurs: M. PAGNACHON, et M. Vanthon. Ils ne sont bouffons à personne, même pas bouffon du roi. Alors ils tirent sur tout ce qui bouge. Kékéké Je pense que s'ils ne viennnent pas écrire ici, c'est parce qu'ils ont des obligations familiale. Mais...kékéké quand même qq minutes de votre journée pour nous donner vos opinions sur le pays, ça peut pas nuire........kékéké

HUNDREDS of thousands of dollars of Australian aid is wasted on expatriate salaries and the running costs of big Cambodian-based international aid groups, hindering assistance to 40,000 landmine victims in the war-battered country.
A country director for a prominent international charity typically receives a $250,000 package that includes a spacious villa, four-wheel-drive and schooling perks.

As much as 80 per cent of aid paid to international aid organisations based in Cambodia goes straight out again in the form of high expatriate salary packages and running costs, said Chris Minko, head of the Cambodian National Volleyball League for the Disabled.

He said AusAID's reluctance to directly fund non-Australian aid organisations in Cambodia had created major inefficiencies in the disbursement of funds.

The CNVLD is a well-respected Cambodian aid organisation audited annually by KPMG and recently given a UN best practice award.

In contrast to many of the big aid groups in Phnom Penh, the CNVLD relies on volunteers, has neither a flashy office nor even a four-wheel-drive and pays modest salaries to its staff, most of whom are Cambodians. Yet it has so far been unable to receive core funding from AusAID despite its highly commended programs for landmine victims.

An AusAID spokeswoman denied the wastage claims, but confirmed 12.5 per cent of total funding for landmine victim assistance was paid to the Australian Red Cross to cover disbursement costs, leaving 87.5 per cent for "a variety of NGOs that work directly with victims".

The Howard Government is providing about $8million to help Cambodian landmine victims over the next two years.

Mr Minko called for an audit of the agencies to track the distribution of aid funding.

"About 80 per cent of aid money coming into Cambodia goes straight out again as it covers expatriate and adviser costs and that has been going on for a long time," he said.

His claims are backed by Cambodian Prime Minister Hun Sen, who has questioned the value of large expatriate-run aid agencies based in Cambodia.

While acknowledging the key role of aid groups in helping the war-battered country out of its economic morass in the early 1990s, the International Monetary Fund is also questioning the value of foreign aid in Cambodia.

Je vais me faire un peu l'avocat des expats.

Aujourd'hui un expat gagne souvent bien sa vie et c'est souvent les salaires bas qui engrangent la corruption et les détournements de fonds.
Alors mettre la disparition des $$ cela sur les dos des couts des expats, c'est "petit" ...
Dans l'article de Bac, on parle que des centaine de milliers de $ de l'aide australienne qui sont "avalé" par les expats, et par la corruption des locaux ? Là on parlerai plus en centaine de millions de $ !!!
Le coût des expats c'est "peanuts" à coté de la corruption des fonctionnaires khmers.

Hun Sen devrait trouver d'autres bouc-emissaires, parce que là c'est pas crédible.

Et il devrait arrêter de comparer L'Irak ou l'Afghanistan avec la situation économique du Cambodge c'est dernier temps, car c'est totalement débile.
Le dernier en date : "La fête des eaux à PP s'est bien déroulé ! Il n'y a pas eu de heurt comme en Irak. Donc pas de quoi demettre le gouverneur de PP de ses fonctions"
évidemment si tu te compare toujours avec les derniers de la classe, on ne peut que se réjouir.

Kékéké....Faut aimer les pauvres. Faut respecter les pauvres car c'est avec des pauvres que les commerçantes font de l'argent. Another Example of ongoing donor abuse in Cambodia - The CNVLD + problems with HI Belgium


Whilst acknowledging 2 years of minor support from HI to 3 of the now 15 Volleyball League clubs, the CNVLD broke off all relationships with HI Belgium in late 2005 and does not work in cooperation with HI Belgium including a refusal to accept any funds from HI Belgium due to the following:
(a) The CNVLD unfortunately became aware in late 2005 that HI Belgium had submitted proposals for funding to donor nations for sponsorship of Volleyball teams @ $15,000 not the $7000 as listed officially by the CNVLD – In addition, it was also revealed that HI Belgium had duplicated the Volleyball sponsorship proposal and had received funds from a number of sources with the amount being way over the official CNVLD sponsorship fees – For example – the 3 teams in 2005 were supposedly funded by the EU noting that AusAID also funded a team as did the Japanese – where did the balance of funds go ?

(b) In late 2005 , the CNVLD was asked to sign a contractual agreement with the EU and HI Belgium for a HI proposal to the EU which contained funding for significant aspects of the CNVLD and in fact one of the strengths of the HI proposal to the EU was the relationship between HI and a local organization – the CNVLD ( remember international NGO’s working in Cambodia must have local partners to secure EU funding) – The CNVLD had no input to the proposal (valued at 2.4 million Euro + subsequently paid to HI) whatsoever and in fact was only shown one page with the request that I add my signature on the document which contained a Cambodian Government Ministers signature – The CNVLD refused to sign on the basis that the CNVLD was not informed nor had participated in any aspects of the proposal preparation – The CNVLD regards this practice by HI Belgium as fraudulent and as a result has severed all relationships with HI which is now a multi national business expending the majority of their funds on expatriate costs along with refusing to participate in genuine localization as HI desperately need to maintain their flagship fundraising base of Cambodia as without Cambodia they will not be able to raise the funds required to support the massive administration now in place with HI.



HI Belgium, like so many other Ingo’s operating in Cambodia provided excellent work in the early years of operation in Cambodia – no one can deny this – however what we now see is the blatant exploitation by many of these INGO’s, of the poverty and misery of Cambodia, in order to keep filling the overflowing coffers of so many of these international organizations who are supposedly assisting the disadvantaged of Cambodia.



In fact, there has been significant international media debate recently over the amount (estimated at 70%) of Aid and Development funding meant for Cambodia which actually is used to cover the excessive expatriate fiefdoms established within Cambodia – In a summary – approximately 70% of annual Aid and Development funding for Cambodia goes out again in the form of expatriate and consultants costs – Only a small % finally trickles through to the intended benificiary – the PWD’s of Cambodia. – I quote the Cambodian Finance Minister (quoted on Dec 9th in Cambodia Daily) when I refer to the figure of 70%.



The CNVLD, whilst still requiring funding support (we have only secured 65% corporate support to date of the total program), is proud to be one of the very few local organizations in Cambodia that is audited by KPMG with all aspects of the program managed at an international standard along with 70 % of the total budget going as direct assistance to the persons with a disability of Cambodia through the CNVLD’s sporting programs. The CNVLD prides itself on international standard transparency at all times and does not indulge in the fraudulent practice of raising funds for a project many times over from various donors without informing these donors that other parties have also funded the same program – this practice is now rampant amongst international NGO’s.
