DIPLOMATIC NOTE

The Sangkum Jatiniyum Front Party presents its compliments to the Diplomatic Missions, the International Agencies and the Non Governmental Organizations based in Phnom Penh and has the honor to bring to their high attention the present Diplomatic Note.

During a meeting between the Royal Government of Cambodia and the major donor countries, His Excellency Takahashi Fumiaki urged the RGC to deliver on its ten years promise to submit an anticorruption law for the National Assembly to pass. The Sangkum Jatiniyum Front Party would like to throw its strongest support to the stance of the International Community as voiced by the Ambassador of Japan. Cambodia has been craving for that law for too long.

However, the Sangkum Jatiniyum Front Party would like to point out that even if this law is passed, it will have to be enforced. But, according to the report of Mr. Yash Gaï, the Special Representative of the Secretary General of the United Nations, “Laws critical to the development of the legal system have not been enacted” and “the Government has also undermined the independence of the judiciary and prosecutorial authorities”. This means that there is no way Cambodia, under her current leadership, could enforce such a law.

Instead, the Sangkum Jatiniyum Front Party would like the International Community to consider the real situation of Cambodia as rightly and honestly described in Mr. Yash Gaï’s report and to accept that only truly democratic, free, fair and transparent elections can change the status quo and improve the current basic human rights standards of the Kingdom.

Therefore, the Sangkum Jatiniyum Front Party once again call upon the signatories of the 1991 Paris Peace Agreements to invite the United Nations to supervise the coming 2007 Commune elections and the 2008 National elections in order to give Cambodia a chance.

The Sangkum Jatiniyum Front Party avails itself of this oportunity to renew to the Diplomatic Missions, the International Agencies and the Non Governmental Organizations based in Phnom Penh the assurance of its high consideration.
